Error modifying TCP properties in SQL Config Mgr: "WMI provider error: the specified file is read only [0x80071179]"


new install of s14 on w12r2. not sure if relevant, default path changed during install wizard drive d:\, otherwise, nothing exotic. full admin on box , ntfs perms ok. attempting disable ip v6 , set static port 1433. 

as title states, if attempt apply changes in sql config mgr error:



i not want go registry hacking (work-around) - want understand causing issue , how fix it. 

edit: not apply recommended "fixes" provided below - not work (as of 9/19/16)

Admin Permissions
