SQL 2012 - Are Tuning Advisor Results Specific to a Particular Machine/Instance?

hello,

i'm starting analyze application queries tuning advisor , manager wants know if recommendations returned applicable across servers, instances, , databases of different sizes?

meaning, if analyze query on development workstation against copy of our live database running on local sql instance, results returned equally applicable to the database running on our production server? likewise, results applicable different size dataset located on different sql instance @ 1 of our customer's locations?

we're trying figure out if tuning advisor providing recommendations universally applicable, regardless of database , application running.

i've done few tests against 2 different servers/instances, , index recommendations seem consistent, statistics being recommended close but not identical, though data identical across servers.

any feedback helpful.

thanks!
