when attempting create merge replication, snapshot failing create. how complete? sql 2008. have deleted , recreated replication did not help

this not answer, after trying think of, including dropping , recreating databases, seems work consistently, though not understand why works , seem rather stupid solution.
create merge replication 1 table , run snapshot agent. add 20 articles @ time each time running snapshot agent. have tables in merge replication , can add subscribers.
if @ point snapshot still fail, remove tables added , try again
