Resource Governor is set to MAX_CPU = 50% but still the CPU hits 100%


hi all,

we have set rg on 1 of our production server particular user 'abc' max_cpu_percent=50%, cpu still touched 100% today due same user 'abc'. parallel query , have set cost threshold of parallelism , max dop on db server.

i using sql server 2014 sp 1 on windows server 2012.

how sure cpu % shown in task manager because of same user ? can show me how confirmed ?
