Error with connecting to Sql Server 2012


hello ,

   new sql server , trying access sql server .net web application. environment windows 8 , sql server  2012 

the error message : network-related or instance-specific error occurred while establishing connection sql server. server not found or not accessible. verify instance name correct , sql server configured allow remote connections. (provider: named pipes provider, error: 40 - not open connection sql server)

i have tried of blog solutions not open sql server configuration tool in windows 8.

SQL server replication error Cannot find the dbo or user defined function........
