Formatting zero percent (but not 0.1%) as -% (SSRS2008 SP1+bits)

i'm calculating percentages within report, of small, i.e. less 0.5%. i'm displaying whole percentage points small values showing 0%. however, i'd display true 0 values -%, leave small values 0%. there specific format choice this, or have write conditional formula?

e.g. want

1.34572456% displayed 1%

0.32456246% displayed 0%

and

0.00000000% displayed -%
