after reading, , re-reading articles can find, still unable dts designer open imported dts package in ssms.
clean install of 2008r2(x64) standard. chose possible ssis and client backwards comp option @ time of install.
i have applied lastest 2005 feature pack (backwards compat.) and installed (x86) dts runtime.
in 1 mdsn article ( ms143755) placed 3 files semsfc, sqlgui, sqlsvc.dlls , rll's; swapping %program files% %program files(x86)% since 64-bit install.
in rdp session on server, in ssms, able import dts packages, unable open 1 fo them.

* open command prompt window, change directory contains 64-bit version of utility (<drive>:\program files\microsoft sql server\100\dts\binn), , run utility location.
* @ command prompt, run utility entering full path (<drive>:\program files\microsoft sql server\100\dts\binn) 64-bit version of utility.
* permanently change order of paths in path environment variable placing 64-bit path (<drive>:\program files\microsoft sql server\100\dts\binn) before 32-bit path (<drive>:\ program files(x86)\microsoft sql server\100\dts\binn) in variable.
