How to filter a field and allow the remaining other values


how can filter field has multiple values 1 value eg. 'contractor' , if there other values, let choose of others, eg, owner, support etc.   don't want pick contractor , if that's not available defaults to nothing.

based on understanding, field contain values “contractor” , other values. if field contains “contractor”, want display field nothing. if contains “contractor” , other values, want display other values, right?

if case, can add filter condition below:

if misunderstand requirement, please share report design , expected resulst our analysis.
